Norwescap Child and Family Resources (CFRS) is seeking an Eligibility Specialist. Norwescap CFRS is the designated Child Care Resource and Referral Agency for Hunterdon, Sussex and Warren Counties, by the NJ Department of Human Services, Division of Family Development (DFD). Our mission is to empower families and the community through enhancing the quality and accessibility of early education and by providing information and resources to community services.

Administrative Support Specialist in Eligibility provides excellent customer service and team support of administration of the Child Care Assistance Program in accordance with established federal rules and state regulations and policies.

Location: Primarily located in Phillipsburg office, with 5% travel to Newton and Hunterdon offices or Norwescap events.

Job Duties include:

This position provides supports in the following areas:

1. Effectively communicate with customers throughout eligibility process and for the duration of their subsidy case.

2. Utilize effective communication and active listening in a communication mode that best meets the needs of customers.

3. Adhere to strict confidentiality procedures.

4. Utilize the assessment process to ascertain needs of families and provide appropriate resources and referrals.

5. Determine initial and redetermination program eligibility.

6. Establish and maintain participant files.

7. Sets up and maintains all contracts.

8. Provides updates to manual encumbrance

9. Completes all monthly reports required by program.

10. Provides statistical information as requested.

11. Systematically documents service to address accountability requirements.

12. Inform and support parents and providers about childcare services and policies.

13. Follows the Agency’s Personnel Policies and Procedures.

14. Performs other related duties as required by the CFRS Executive Director, and other key Norwescap administrative and management staff.

15. Performs other related duties as required.

Qualifications:

· Excellent communication skills both written and oral

· Good organization skills

· Good-Excellent technology skills

· Ability to work independently and in a group

· Bilingual in English and Spanish strongly preferred

Job Type: Fulltime, 35 hours a week

Salary: $18.00-19.00/hr

Benefits: health, dental, PTO

Schedule:

  • Monday, Wednesday, Thursday, Friday 9-4:30, Tuesday 10:30-6 and one evening a month to present training to parents; 4 Saturdays a year

Ability to commute/relocate:

· Reliable transportation required for outreach

· Education: High school diploma/GED

Job Type: Full-time

Pay: $18.00 – $19.00 per hour

Expected hours: 35 per week
