Norwescap Family Self-Sufficiency (FSS) is a program that helps families receiving Housing Choice Vouchers or residing in certain public housing to achieve economic self-sufficiency. Several Housing Authorities have contracted with Norwescap to bring the FSS Program and the Resident Opportunity for Self Sufficiency (ROSS) program to the community.
Family Self-Sufficiency, which includes the FSS, ROSS and other financial literacy programs, helps individuals realize their fullest potential in a demanding and competitive world. Norwescap staff members help navigate obstacles that may stand in the way of goal achievement and help to coordinate resources in the community.

Program staff has developed a program for Morris County called Planting Financial Seeds of the Future to enhance financial literacy efforts of Morris County residents. The series provides various core financial literacy topics along with one-on-one mentoring to help build savings, improve credit, and develop a spending plan to create wealth and assets. The program offers free classes in Morris County and hosts many workshops at libraries, community, and faith-based organizations and other accessible locations. The funding for this initiative is funded by the Morris County Freeholders.
Eligibility
To qualify for FSS you must receive a Housing Choice Voucher and be referred by the participating housing authority. Financial literacy workshops are free and available to the community. They are featured throughout Morris County and include many core financial topics. Financial literacy workshops are free and available to any Morris County resident, there are no eligibility requirements for the financial literacy workshops.
