ARRA Stimulus Funding
The American Recovery and Reinvestment Act (ARRA) provides funding during the current economic crisis to save and create jobs. The ARRA funding also calls for increased transparency and accountability to taxpayers. At NORWESCAP accountability and transparency has always been the cornerstone of our service delivery model, providing services to over 35,000 low income individuals a year with an administrative cost of less than five cents. NORWESCAP is pleased to report that we have received funding under the ARRA to expand services and provide new services to our community.

ARRA Homeless Prevention and Foreclosure Assistance
The number of homes in foreclosure in New Jersey has almost doubled since June 2008, rising to levels not seen in decades. The increase in foreclosures and evictions are based on declining real estate values, in part. The emotional trauma of a housing eviction and the inability for a family to relocate creates additional hardships and impacts family stability.
NORWESCAP has allocated ARRA funding to employ one full time position to work with individuals that are experiencing a housing crisis. The Housing Foreclosure Coordinator works with individuals experiencing this housing crisis and reviews financial options, screens for financial assistance for state, federal and other programs, develops a household budget and helps each family to have safe and stable housing.

Level of Service
It is anticipated that the program will provide financial counseling, referrals and assistance to 100 low income families through September 30, 2010. One full time position has been created with this funding.
