NORWESCAP is concerned about our neighbors not applying for a program to help pay winter heating bills.  The program, the Low Income Home Energy Assistance Program (LIHEAP) is designed to help low-income families, seniors and individuals meet home heating and medically necessary cooling costs. This year, the application period is October 1, 2016 to April 30, 2017. Applications may be received and returned by mail.

To be eligible for LIHEAP benefits, the household must be responsible for home heating or cooling costs and be under the 200% federal poverty level. You can apply for two programs, Low Income Home Energy Assistance (LIHEAP) Program, and Universal Service Fund (USF) with one application.  To learn more contact NORWESCAP at (908) 454-4778 or email @
